No. Odoo.sh only runs Odoo Enterprise, which needs a paid license with a fee for every user. If you run Community and want someone else to manage the hosting, without buying that license, Skysize is one of the few places that does it.
Yes, all of them. OCA modules, your own addons and your own code all deploy through the same git workflow. There is no list of modules we allow or block. If it runs on a self-hosted Community server, it runs here.
