POPIA, and what hosting locally actually saves you
POPIA does not forbid sending personal information outside South Africa. Section 72 permits it but it puts the work on you: you have to establish that the recipient is bound by a law, binding corporate rules or an agreement providing an adequate level of protection, or rely on consent or one of the other narrow grounds.
That is a document you write, maintain, and defend to the Information Regulator if anyone asks.
Hosting in South Africa removes the question rather than answering it. There is no transfer, so there is nothing to justify.
